New Course Proposal: Environmental Governance of Shared Resources

Update (10-4-11): The following course creation proposal will be presented for a second reading on October 11, 2011 following a first reading on May 24, 2011.  Please also note that Emma Norman has suggested that the environmental governance course be designated as NESC 360.
